Depends on which Eldar we're talking about here, Exodites? Craftworld Eldar? Or Dark Eldar?
do dark eldar even procreate anymore? i've never seen/heard anything about dark eldar children. i think dark eldar number in the millions and they too are a dying race but i have no idea about their birth rates, if they actually have births.
craftworld eldar are the worst off as they are continually beset by enemies while travelling and they lose more than they can replace. again i think craftworld eldar number in the millions.
as for the exodites, who knows? most exodite worlds are unknown to anyone outside the eldar so their numbers are unknown. what is known is that eldar procreation is slow at best so their numbers are probably only a few hundred million at the very best, but this number is entirely my opinion.
and while these combined numbers may seem high remember that the eldar were indeed the most numerous species at one point (not counting orks or nids), and the galaxy is vast, so a few hundred million, a billion at most, is not a lot at all, and the eldar will die out relatively soon.
Well, there are still a few naturally born Dark Eldar known as "Trueborns", whom, in Kabals, are given privilage over the other, lesser Kabalite warriors, but Trueborns can be rare since most Dark Eldar females would rather kill than sit at "home" pregnant. Much of the Dark Eldar are grown in reproduction vats or simply cloned. Although the Dark Eldar are still dying due to the eternal anarchy of Commorragh.
I doubt the Craftworld Eldar are growing their kind in reproduction vats, they're defenantly still procreating through natural means, which is why their losses are harder to replace.
I would say a few million, there would be a lot in Craftworlds (with the notable exception of Iyanden) and Exodite worlds would have plenty. We should count the souls in the infinity circuits and the thing Exodites use and we would have a total of: Millions give or take.
I would think high millions to low billions, lots in Craftworlds maybe around 30-60 million on one, Exodites 1-10 million a world, Dark Eldar in Commorragh 100 million to 10 billion, I am being generous with my numbers. If the Dark Eldar are using reproduction vats it would allow much bigger numbers to been grown at one time.
My guess is those can grow someone to maturity in around a year or two give or take a few mouths for a human (a human takes 18-20 years to grow to maturity), and a Eldar around three-four years (they seemly more complex and live longer than a human, such cells can not be "flash grown" it would maybe damage the cells, making defects and deformities.
Its takes around a century for a eldar to mature fully, from my memory.
Even though they often lose battles against the more numerous humans, they don't lose very many at a time. Eldar are smart enough to retreat when the battle turns against them, so they often cut their losses. Also they never seem to attack in numbers big enough to be considered a huge loss even if all of the soldiers died.
The eldar mourn the losses of individuals far more ( Eldrad) and hgonestly even in small numbers they normally get the jobs done they came to achieve.

More numerous then the imperium of man, And yes i dont know how accurate it is. but yes De bang and get real offspring, clones, vats. plus they can regenerate a De from just a bodypart if the do it within 24 hours. So they are probably growing
