well yeah of course but the blood ravens have knowledge a little more down than any other chapter , and i understand about the psykers i just forgot but in my opinion blood ravens are the best (although they are most likely to be wiped out ) and im sure we all know why.
I would say the Spacewolves for assault missions. The Salamanders for escorting and protecting Imperial citizens since they are one of the most humane chapters. The Iron Snakes usually send just one brother to fix a problem. That's totally badass and combat efficient. The Flesh Tearers against Orks. The Black Dragons against zombies/cultists. Greyknights are awesome against demons. Deathwatch against Xenos. The Ultramarines are Codex followers but you do have exemptions like Uriel Ventris and his loyal buddy Pasius.
Within the Imperial Guard I would say Gaunt Ghosts and the Redemption Corps for infiltration.
i like the way he thinks^ sounds good but what about the blood ravens?
There is literally nothing special about the Blood Ravens outside of some organizational quirks and their higher than average psyker population, they're pretty much Ultramarines with red power armor otherwise.
I agree with Hereticaltoughts, Blood Ravens are not that much special, the reasone they are cool is that they are so mysterious, specifically meaning their origin and some cool characters.
Patton don't get me wrong but i think you are giving Warhammer 40k games a bit too much credit.
I know in the games they are cool, but every other chapter would be the same if they were in games.
I'd say the most combat effective chapter would be the Legion of the Damned :P They are an undead, psychic remainder of the destroyed fire-hawks chapter, and they basically cannot be defeated by any enemy of the Imperium with the exception of powerful daemons and sorcerors. However, they only appear at the most dire of dire times.
Now, if we want to narrow it down to roughly codex-compliant chapters I would say ether the Dark Angels, Space Wolves, or the Ultramarines, however the Ultramarines were mostly buffed due to Matt Ward fanboy-heresy. The Space Wolves are quite dangerous even in small numbers (for example they made a fool out of the Ordo Malleus after the first war of Armageddon.) And the Dark Angels not only have effective tactics (ambushing Dark Eldar is quite the accomplishment), but also have a primarch which can be confirmed still alive (although asleep) It's also possible that the lion is psychically guiding his legion/chapter to a minor degree even while sleeping.
Patton... that's not an argument, at all. When the Blood Ravens are successful due to "the game an tactics" it's not because they're good at strategy, it's because the player is. I'm also sure that you've been told this before, but the video games would not even exist if it weren't for the Black Library's fluff and the tabletop's crunch. Frankly speaking though, you don't seem the type to change your mind on something even after being presented with information or evidence, so there's no real point in saying this I guess.
As for on topic (I apologize for straying) I think that pre heresy the best general purpose legion would be the Emperor's Children, while the Ultramarines fit the workhorse aspect of the Imperium and thus are the best at being jacks of all trades.
