After having learned about Lorgar, I repeat the part of my theory that they 'landed' on a planet that had been completely corrupted by chaos. At the time of finding the Primarchs none of the others had been found on planets where Chaos had control over everything.
Another thought I had is what if the missing Primarchs had attempted to break from the Imperium and create their own empire, and had to be put down by the Wolves?
that's a theory i've also entertained...
after primarchs are recovered and taught daddy's ways one of the expunged primarchs thinks "are you completely f***ing insane!?! there's no way i'll be a part of that raving lunatic's vision, i'd rather die...", whereupon emps (being a teensy bit psychic picks up that thought) indulges that particular idea and sets his dog on him. the other primarch, seeing how poorly such independant, and loud, thinking went, quickly disappears into unkown space never to be heard from again.

Thanks. Thought I had time before school, but I was wrong.
But according to the great Jervis Johnson, the whole legion astartes was based on the roman legions, which actually didn't have a second and eleventh legion, and so he thought it would be funny to introduce that fact into the legion astartes and say "Well, let's do 2 legions that do not exist anymore even though they never actually made out to be a part of the whole legion astartes to begin with".
So long and difficult story short, there never were a second and eleventh legion. it was all meant as a joke.
Or, as Tzeenth would say it "Just as planned" when it comes to people breaking their brains apart on the whole subject, leaves the population weakened and Tzeenth steps in to take over control.
Roman Legions had second and eleventh legions, actually several of them, for example:
Legio II Adiutrix, Legio II Augusta, Legio II Italica, and Legio XI Claudia. So its not exactly base on romans, but sure its close.
