The Strategic Collective was the name given to an Imperial level-vermilion secret research and analysis group formed on the order of a classified decree of the High Lords of Terra and housed within the labyrinthine Adeptus Administratum complex on Terra. Established in the solar months following the defeat of Hive Fleet Leviathan in the Third Tyrannic War, the Strategic Collective is composed of senior Inquisition savants and Magos Biologis, tasked with compiling biological and logistical data in order to discover Tyranid weaknesses and future invasion points. The reports of the Strategic Collective are sent, sealed and unedited, directly to the Senatorum Imperialis.
The Stark Report was the final strategic recommendation of the Strategic Collective on facing the continuing Tyranid threat. This report from the Strategic Collective revealed that a full threat analysis conducted by the Adeptus Mechanicus had determined that the initial three Tyranid hive fleets that invaded the Milky Way Galaxy in the 41st Millennium were simply the reconnaissance forces for a far larger hive fleet expected to arrive within Imperial space in less than a standard century, some time in the early 42nd Millennium according to the Imperial Calendar of that time. Among other items, the report advised that to meet the expected Tyranid threat, the Administratum's Departmento Munitorum would have to increase the mobilisation and recruitment of new Astra Militarum regiments by up to 500%.
Such a preposterous undertaking would require that the Imperium recruit every single Human being -- man, woman and child -- now living in the Segmentums Solar, Obscurus and Tempestus. Clearly, if the Imperium is to weather the expected Tyranid assault, it will need to find another alternative beyond increased manpower to enhance its combat effectiveness against the terrible extragalactic xenos.
