A Civilised World is an Imperial planet whose development has been allowed to happen "naturally," without any specific economic or military purpose to fulfill. These worlds are generally self-sufficient in terms of food-supply and have varying manufacturing and industrial capabilities. Many may be equivalent in culture and population levels to Old Earth before it became a Hive World.
